Is There a Threat to the Development of the Online OS?

Keeping in the spirit of OSWeekly.com, I have decided to mainly explore the possibility of this legislation limiting access to the development of online operating systems. As things stand today, there are very limited options and the need for further development is definitely required before this concept can go mainstream.

Two of the best online OS' would have to be eyeOS and YouOS. Both of these allow you to install specially designed web apps and both are fully functional in their current state. They are most definitely not going to replace anything important mind you, but certainly do offer us a fun preview into what we might expect here in the near future.

Now for the sticky part - are these endeavors threatened here in the US based on the current efforts for the new telecommunications bill? Speaking for myself, I believe that unless some serious checks and balances are put into place, they definitely could be.
